Alas here i don't think it's the case. At least for the part that i downloaded.

But i presume some artists said "non commercial" because of 'risk' we make money (cover books, print art...) with their free creations.

I have never understood why some of these providers will offer items to the general public but all the while putting a "non commercial use only" restriction on it. What's the point in downloading it then?!

More often then not, the reason they do that is because they used items in it that belong to another artist. But, those items are pretty.
