Yes Romana was with the Fourth Doctor during the Key to Time sequence.

Sarah Jane Smith came on in the middle of the third Doctors tenure, and carried on during the first half of the Fourth Doctor.
She had a role in the 25th anniversary special with the Fifth doctor. Then later in two more episodes during the time of the Tenth Doctor.

And they're Doctor Who women (in sense of their presence in series)?

I think Doctor Who's fans will be happy.
