Does anything that "municipal authorities" do make sense any longer?

Absolutely Not.....

In France they say we have missing rain. But then why today it was accepted that for the Hell fast festival they can use "curtains of water" and sprayers to refresh people?
And why at least a school near Bordeaux was allowed to water the bitumen, when by hight temperatures they are even not supposed to keave children outside?
And during this time, we have to refrain ourselves to use water even for daily life 

Same here Aelin....Last year when we had the severe draught Swimming pools were open, water parks still operated, folks could fill up their swimming pools....but we had to be careful of our household use....which most ignored.  I'll be darned if I have to refrain from taking a shower while the neighbors down the street are filling up the pool for their kids LOL....

Sir Knight, it's beyond the city halls - even if all of them try to have derogations for few or many things. Nope. It's the "préfets" of départements or régions that decide what and who can use many water. I saw enough in a previous job to tell people with already swimmming pools? No, they can't fulfill. People having a swimmingpool under construct? Of course, you can use as many water as the constructor wants to take You are a farmer? Nope, you can't use more water than the decret says. You are a wind turbin owner? No problem, use water as you wish...
Golf and soccer people have no problem to use water most of time, they can go beyond the amount allowed. But rugby stadium can't. Go figure

Aelin, I'm sure it makes sense to them when they make those rules.  I suspect no one except those of us who actually use the water notice that their rules are completely inconsistent.  I do sometimes wonder if they realize making rules that people ignore (if they can) encourages not following other rules...   

And of course the rules do not apply to the préfets of départements or régions.  Bien sûr.
