Why So Many Control Stations

After appraising the reactor facility, Kira set the locator beacon and filed her report with the client. Now, Kira had time to explore around the area for valuable assets. Using the scanner in the space ship to track the power line, she found another building about 100 miles away. There didn't seem to be anybody around so Kira just walked right into the building. On the top floor, there was a large control room with 20 stations. "Why are there so many?" There must be something very large here.
